If you can build the locomotive part in such a way that the wheels rotate nicely etc, you may be able to put a drive mechanism of some sort in the tender even if you may have to have some wheels as dummies which dont actually touch the rails. The tender drive mechanism would need to be one that had pickups on both sides of the wheels unless you made a different loco chassis and added metal type wheels.
Is nice to see the kit. I once made a kit like that. It was an Airfix 9F. (Dapol bought the moulds from Airfix). I wanted the loco to look a rust heap and I tried to make it look rusty. I didnt know in those days that one needs to add a dab of orange in with the brown here and there to represent rust. I was a teenager when I built it up. No, I wasn't successful in getting all those wheels to rotate!

Mostly found with the dapol mold of the schools and several others the wheels do not quarter easily always need altering to work. Usually wheels on the loco are good enough to use, not so sure on finescale track

Man, this is a horrible kit

Flash and gaps and unclear instructions. Raised detail that needs removing. The front bogie has no obvious method of fixing to the chassis unless they really do mean to put a pin up between the cross stays and let it wobble all over. I'm scratchbuilding a bracket. Oh well its giving me something to do.
