Just google 3 D Printing. 101 firms do it but I would think it will be expensive.

One could purchase a resin casting kit and make some. I'd make each from three separate pieces if doing it this way. You would need a complete bogie to copy.
Maybe not ideal, but with a little patience it is more then possible.
Your option one though is to try to see if Bachmann can assist in selling them as a spare part.
